Bolts in Bilge - Purpose?

Those are one-point lifting bolts. Attach your chain to both, and you can lift the boat with a one-point crane. You must also attach stabilizing lines to each winch and forward and aft cleats, making it much easier to lift the boat without a travel lift.

Hi All - I recently purchased a newer Ensign (#2027). In prepping the boat for a return to the water, I noticed two bolts in the bilge (see picture with one of the nuts removed). Both had nuts that are only finger tight. My question is whether these need to be tightened, and if so, to what ft-lb?
