July 15-16,2017


                                             Ensign Fleet 23 and Canandaigua Yacht Club are the organizing authority.

1. RULES
The regatta will be governed by the rules as defined in The Racing Rules of Sailing (2013-2016) except where changed by rules of the Ensign Class Association and/or by sailing instructions.  In case of conflict, the sailing instruction shall take precedence.

2. NOTICES TO COMPETITORS
Any modifications to these sailing instructions as well as the official starting times, protest meeting times and other official information will be posted on a bulletin board near the utility building on the waterfront prior to the 30-minute shore signal.

3. SIGNALS MADE ASHORE
Signals made ashore will be displayed from the flagpole located on the Committee Boat.  If a postponement is signaled ashore, the warning signal will be made not less than 25 minutes after AP is lowered.

4. SCHEDULE OF RACES
4.1 A skippers meeting is scheduled at CYC for 8:45am Saturday, July 15
4.2 The scheduled time of the warning signal on Saturday, July 15 is 9:15am.  On Sunday, July, 16 the warning signal is 8:30am.
4.3 We will try to sail 6 races over the two-day period.  More or less may be sailed if conditions dictate.  No race will begin after noon on Sunday, July 16.  If 6 or more total races are sailed, scoring will allow for 1 throw out.

5. RACING AREA
The racing area will be on Canandaigua Lake in the area near CYC.

8. THE COURSES
The course to be sailed will be displayed on the main flagstaff of the RC boat.  The courses will be as follows:
 



9. MARKS
9.1 Marks 1,2, and 3 will be yellow inflatables, with a yellow ball offset at windward mark.
9.2 The starting and finishing mark will be an orange inflatable unless the race is shortened to a mark of the course.

10. THE START AND FINISH
10.1 The starting and finishing lines will be between the staff on the Committee Boat and the nearest mark.   The starting sequence will be per RULE 26.  
10.2 A boat starting later than five minutes after her starting signal will be scored Did Not Start.  This changes Racing Rules of Sailing (RRS) Appendix A4.

11. TIME LIMIT
Time limit for the first boat to finish is two hours.  Time limit for the first boat to round the first mark is 45 minutes.  Any boats finishing more than thirty minutes after the first boat will be scored TLE and scored as defined in the Ensign Class Association Rule Part III 12.C

12. Protests See Section B T2 Racing Rules of Sailing
Protests shall be delivered to the Committee Boat after the Race Committee boat docks.  A horn will be sounded to mark the start of the 30-minute protest period.  The time limit can be extended by the Principal Race Officer if circumstances warrant.  A horn will be sounded to mark the end of the protest filing period.  Immediately after finishing, notify the Race Committee if you are filing a protest, identifying the other yacht. 

13. ALTERNATE PENALTY
The 360 Rule as detailed in RR 44.2 will be employed.

14. SCORING
14.1 Low Point scoring system of Appendix A will apply.  One race constitutes a series.
14.2 A boat’s series score will be the total of her race scores

15. KEEP AWAY ZONE
Non-racing vessels with right-of-way (fishing boats) shall be given a minimum separation of 50 feet at all times by racing yachts.  Such vessels / zone shall be considered an obstruction from a RR standpoint.
 
16. RADIO COMMUNICATION
When there is an individual recall, the Race Committee intends to hail the sail number of the recalled boat(s).  The following changes rule 62.1(a) and shall not be grounds for redress: 
Failure of the race committee to hail any sail numbers
Failure of a boat to hear the hail
A boats position in the sequence of hailed numbers

17. PRIZES
Prizes will be awarded after racing on Sunday, July 16th on the CYC porch as soon as possible after racing

18. OUTBOARD MOTORS
Not allowed to be mounted to the transom after the 5-minute warning before the start. 

21. DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk.  See RRS rule 4, “Decision to Race”.  The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

22. CREW
Required to have the same number of crew per boat for each race.  Hardship exception may be submitted to the regatta chairman in advance if this requirement cannot be met,
